Dastur Legal House legal guide
Knowing how to register FIR in Pakistan can save valuable time after a crime, especially if the police are slow to act.

A First Information Report (FIR) is the written record of information given to police about a cognizable offence. It starts the police investigation in many criminal cases.
It is an offence for which police can generally arrest without a warrant. Theft, robbery and serious assault are examples. Section 154 of the Code of Criminal Procedure, 1898 covers how the information is recorded.
Keep the complaint truthful. Making a false report can have legal consequences.
Police investigate, record statements and later submit a report. The case then proceeds to the competent court. As a complainant, follow up, give evidence and consider hiring counsel.
A strong application answers these questions: who was involved, what happened, when and where it happened, what was taken or damaged, who saw it, and what evidence exists. Attach copies, not originals. Avoid exaggeration, since inconsistencies between your complaint and your later evidence can weaken the case.
The applicant files the petition with supporting documents before the ex-officio Justice of Peace. The court usually calls for a police report and hears the applicant. It can direct the police to record the statement and proceed according to law. Courts have emphasised that this power must be used judicially, and an application may be refused if the facts do not disclose a cognizable offence or if another remedy is more suitable.
Not every complaint belongs with the local police station. Online harassment and electronic offences may go to the relevant federal cybercrime authority, and certain financial or corruption matters are handled by specialised agencies. Identify the correct agency before you file, to avoid delay.
Some offences can be compounded by agreement of the parties, but others cannot. Do not assume that a settlement automatically ends the case, because the court must follow the rules for that offence.
The same basic steps apply whether the complaint concerns theft, assault or fraud. For theft, list serial numbers and proof of ownership. For assault, seek medical attention and keep the medical papers. For fraud, keep agreements, receipts and messages.
Once you know how to register FIR in Pakistan, keep every receipt and copy, because you may need them in later proceedings.
Anyone learning how to register FIR in Pakistan should also note the police station, the officer’s name and the date of each visit.
Get legal advice right away and consider pre-arrest bail. In suitable cases, the High Court may quash proceedings under section 561-A, though courts generally consider whether other remedies, including sections 249-A and 265-K, are available.

Yes. You should not have to pay police for registering an FIR, and you are entitled to a copy.
Section 154 applies to information about a cognizable offence. Non-cognizable matters follow a different route.
Speak with an advocate about bail, participating in the investigation, cancellation and, where appropriate, quashment.
